Finland had a rather small number of covid-19 cases and Lapland area even less and this is a sparsely populated area so Ylläs region could be considered as a safe place to visit when traveling restrictions now have loosen up around the world. We do recommend to follow the Finnish and your own country's authorities recommendations regarding traveling.
